Assembly Resolution No. 1176

        MEMORIALIZING  the  United States Congress to pass
        and the President to sign the  "Preventing  Maternal
        Deaths Act of 2017" (H.R. 1318)
 
  WHEREAS, It is the sense of this Legislative Body to memorialize the
United States Congress to pass and the President to sign the "Preventing
Maternal  Deaths  Act  of 2017" (H.R. 1318) to create maternal mortality
review committees; and
 
  WHEREAS, The United States is ranked 50th globally for its  maternal
mortality  rate,  and it is one of eight countries in which the maternal
mortality rate has been on the rise; and
 
  WHEREAS, The increase in  the  maternal  mortality  rate  remains  a
source of great concern for health organizations, health care providers,
and patient advocates; and
 
  WHEREAS,   Maternal   deaths   in  the  United  States  result  from
pregnancy-related causes such as hemorrhage,  hypertensive  disease  and
preeclampsia,  embolic  disease,  sepsis, and substance use disorder and
overdose, and violent causes such as motor vehicle accidents,  homicide,
and suicide; and
 
  WHEREAS,  The  most  severe  complications  of  pregnancy, generally
referred to as severe maternal morbidity, affect more than 65,000  women
in the United States every year; and
 
  WHEREAS,  A few States, including California, have worked to develop
and strengthen maternal  morbidity  and  mortality  review  systems  and
utilize  data  to reduce maternal deaths and injuries to address leading
issues; and
 
  WHEREAS, The enactment of H.R. 1318 would support  States  in  their
work  to  identify  solutions  to  improve healthcare quality and health
outcomes for mothers; now, therefore, be it
 
  RESOLVED, That the Congress of the United States be  and  hereby  is
respectfully  memorialized  by  this  Legislative  Body  to pass and the
President to sign the "Preventing Maternal Deaths  Act  of  2017"  (H.R.
1318); and be it further
 
  RESOLVED,  That  copies  of  this Resolution, suitably engrossed, be
transmitted to the President of the Senate of  the  United  States,  the
Speaker  of  the  House  of  Representatives,  and to each member of the
Congress of the United States from the State of New York.
